WHEN THE HID BULBS AND BALLASTS ARE COMBINED FOR USE WITH HALOGEN LIGHTS THEY FAIL TO CONFORM TO THE REQUIREMENTS OF FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 108, LAMPS, REFLECTIVE DEVICES, AND ASSOCIATED EQUIPMENT.
