THE INVOLVED VEHICLES DO NOT CONFORM TO FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 121, AIR BRAKE SYSTEMS. THE S121 BOGIE CONTROL AIR BRAKE SYSTEM WAS INSTALLED IN SUCH A WAY THAT THE REAR AXLE AIR CONTROL BYPASSED THE FRONT SKID CONTROL AIR MODULATOR VALVE. IMPROPER INSTALLATION WOULD ALLOW THE REAR AXLE TO LOCK UP IN A PANIC STOP.
